Since successfully toppling the previous regime five years ago, Kato (played by Tomokazu Miura) has led the San'ōkai to become the largest yakuza group in Kanto, with the support of Ishihara (played by Ryo Kase). On the other hand, older members within the organization feel marginalized and dissatisfied; the police have keenly noticed the movements of the San'ōkai and are secretly deploying targeted operations to dismantle it; the cunning Detective Kataoka (played by Munetaka Aoki) is scheming for his own benefit, plotting a dangerous black-on-black game. Kataoka first encourages San'ōkai member Tomita (played by Akira Nakao) to form ties with the Hanabishi group, the top yakuza organization in Kansai. After this initial move fails, he then enlists the help of Kimura (played by Hideo Nakano), the young head of the Murase group, which was previously destroyed by the San'ōkai, and Otomo (played by Takeshi Kitano), the head of the San'ōkai's Otomo group, who was rumored to have died tragically in prison.
