Policewoman Yang Jingjing collaborates with undercover Taiwanese officer Cheng Aoqun and Chinese officer Hua Zhiyong to capture the Hong Kong accomplices of a Chinese underground arms factory. The leader of the accomplices, Ah Paul, has a sister named Edna who disapproves of her brother's actions, while Ah Ben, one of Paul's accomplices, has feelings for Edna. However, Edna is completely in love with her boyfriend Yong. Due to the different backgrounds of Aoqun and Zhiyong, the two often clash; Aoqun is flirtatious but secretly in love with Jingjing. Paul buys a large number of firearms from the leader of the Chinese arms factory while launching a distraction by having his men rob in Wan Chai to divert the police's attention. Zhiyong and Ah Ben compete for Edna's affection, but after Edna's relationship with Paul is exposed, Paul places Edna under house arrest.
