In Tokyo during the 19th year of the Meiji era, police officer Kasai Tetsuzo (played by Taiyo Yamashita) is killed outdoors, and in the struggle, three flower cards featuring a pig, a deer, and a butterfly fall from the killer. Kasai's daughter, Kyoko, witnesses the entire event. Eighteen years later, Kyoko (played by Reiko Ike) goes by the nickname 'Pig, Deer, Butterfly' and survives as a pickpocket. She accidentally saves a young man, Hiiragi Shunosuke (played by Masataka Naruse), who failed to assassinate Councilman Kurokawa (played by Seizaburo Kawazu) in Asakusa. To investigate her father's death, Kyoko visits the Inamura gang. A member of the Inamura gang is killed by the organization for violating regulations. Before dying, he entrusts Kyoko with redeeming his sister, Koyuki (played by Rika Saotome), who has been sold to the Ghana gang. This action sparks a fierce battle between Kyoko and the Inamura gang. Kyoko arrives in Asakusa and decides to gamble against Iwakura Naozō (played by Hiroshi Nawa) and the Ghana gang, who are backed by Councilman Kurokawa, to rescue Koyuki. Kyoko defeats Iwakura's female agent, Christina, and learns through Koyuki that Iwakura is likely her father's murderer.
