Terry (played by John Travolta) is a movie sound engineer specializing in recording sound effects for low-budget horror films. During a job, Terry accidentally records the sound of a car falling into the water. Shocked, he goes to the accident scene and, during the recovery of the vehicle, discovers with surprise that a woman named Sally (played by Nancy Allen) miraculously survived inside the car. After regaining consciousness, Sally tells Terry that the whole car accident is not as simple as it appears on the surface, and it is hiding a shocking political conspiracy. Suddenly, Terry finds himself caught up in a very dangerous incident, and the pursuit from a mysterious figure strengthens his determination to get to the bottom of it.
