Security expert Carter (played by Wesley Snipes) feels guilty and despondent after mishandling a situation that led to his wife's death while stopping a supermarket robbery. His friends try to help him get back on his feet by recommending him for a position as an airline security instructor. Carter boards a flight to Los Angeles for work. On the same flight, the notorious terrorist Charles Rain (played by Bruce Payne) is being escorted by the FBI to California for trial. The ruthless Rain has already infiltrated the flight crew with his own accomplices, and shortly after takeoff, a gang of thugs takes control of the plane. Isolated and in distress, Carter releases fuel to force the plane to land at a small airport. Local police attempt to manage the situation before the FBI arrives, but mistakenly identify Carter as part of the terrorist group. How will he use his skills to save the lives of over a hundred people on board?
