After killing her enemy, Shura Yukiji (played by Meiko Kaji) is wanted and ultimately succumbs to exhaustion. Yukiji is sentenced to death by hanging, but is rescued by a group of mysterious individuals on her way to the execution ground. The person who rescues her is the head of the secret police, Kikuichi Seishiro (played by Morio Kishida), who, due to the liberalist Tokunaga Murasui (played by Jūzō Itami) having crucial evidence against him and high-ranking official Terauchi Kenmichi (played by Toru Abe), commands Yukiji to infiltrate and take action in Murasui’s circle, with her life at stake.
