The outstanding pilot Tober Shali (played by Charlie Sheen) plans to enjoy his remaining years in an Indian tribe after leaving the Navy for defying orders. However, the Navy suddenly recalls him for a mission called 'Stink Mouse.' Tober has many memories of the Navy, as he lost his father in a flying accident, which became a psychological burden he couldn't shake off. The military psychologist Demeda (played by Valeria Golino), who impresses Tober with her excellent horsemanship and gymnastics, persuades him to withdraw because of his poor mental state. Tober's re-enlistment is actually part of an evil plan by arms dealers who collude with insiders in the military, preparing to exploit Tober's fragile psyche to engineer an aircraft accident to pressure the government into upgrading the aircraft. Soon, a pilot does crash, but the arms dealers do not get their way, and they continue to create obstacles in Tober and his teammates' mission.
