In Hatay City, Fukushima Prefecture in northeastern Japan, a series of levee renovations are underway, during which bizarre death cases occur one after another. Among them, Tachikawa, a reporter for the 'Hatay Daily', and the mistress of gangster Akio Kawasaki (played by Tatsuya Nakadai), are believed to have died in a car accident in the mountains. Her peer, Tomoko Ouchi (played by Ryoko Nakano), finds it strange and secretly starts an independent investigation. On the other hand, the insurance company suspects Kawasaki of insurance fraud and sends its employee Yoshifumi Mizawa (played by Ken Takakura), who is a retired member of the Self-Defense Forces special unit, to investigate. Mizawa collaborates with Tomoko but faces joint obstruction from the Nakatsu group, where Kawasaki is affiliated, and his backer, Ichise Oba (played by Rentaro Mikuni). Meanwhile, detective Kitano (played by Isao Naka) discovers that the seemingly unrelated Mizawa and Tomoko actually have intricate connections, and their origins can be traced back to a bloody tragedy that occurred in a mountain village a year ago…
