Axel Foley (played by Eddie Murphy) is a well-known figure in both the criminal underworld and law enforcement in Detroit. As a detective, he often engages in shady activities and doesn't follow proper procedures while investigating cases, much to the frustration of his superiors. One day, Axel comes close to being fired for extorting a cigarette dealer, but luck saves him from trouble. He unexpectedly runs into a friend who has just been released from prison, bringing with him a large sum of German bonds to Detroit. Shortly after their reunion, Axel's friend is murdered. Sensing that something isn't right, Axel begins his own investigation. He tracks down the suspect, Victor, to Beverly Hills in Hollywood, but just as he is about to confront him, he is brought back to the police station by local officers. When Axel discovers that Victor is indeed involved in drug trafficking, the local sheriff agrees to involve himself in the investigation but sends Axel back to his hometown. Axel convinces a local officer, Billy (played by Judge Reinhold), to partner with him, and together they start their own unofficial investigation.
