He tells his daughter that she must marry a salaried worker who has graduated from college and not a small-time vendor. Tora takes Noriko to Tokyo and cares for her as if she were his own daughter. He encourages her to go back to school and picks her up after school to ensure her safety. Noriko's mother left her when she was three years old, so Tora takes on the role of a father, giving this unfortunate child a happy home.
