Huang Tianxing is a detective from Qingdao known for his strong dislike of evil and his exceptional skills. One day, while pursuing a thief, he accidentally discovers a woman's corpse. Upon investigation, it is revealed that she was a wealthy young woman who died due to complications from an abortion at a Western-style club. Huang finds out that the woman frequently visited the Ren'ai Welfare Association, so he infiltrates the organization to investigate. He witnesses the immoral activities within the association and is about to capture its leader, Shuzi, when he is attacked. Fortunately, he is aided by a girl in disguise and manages to capture Shuzi. Afterwards, due to pressure from Zhao Baocheng, the head of the security team, he is forced to release Shuzi. At the police station, Huang meets Lei Ying, a female detective sent by the central government, who is the same girl who saved him and also the sister of his junior apprentice Fang Ying. Fang Ying was a police officer who tragically lost her life due to Zhao's scheming. Lei Ying is in town to collect evidence against illegal organizations and to seek revenge for her sister.
