After getting married and having children, Dongdong (played by Anita Mui) lives a life focused on supporting her husband and educating her children, but the world is not at peace. Following a nuclear explosion, the world faces a water crisis, but a mysterious purification company controls clean water and profits immensely from it, even stifling the lifeblood of society. At this moment, a man named Chang Kong (played by Takeshi Kaneshiro) is thrust into the spotlight, becoming the leader of the anti-government forces behind the scenes. However, soon Chang Kong is killed, and the assassin frames Dongdong's husband (played by Lau Siu-Ming), who happens to be the police chief at the time. As a result, the chief is killed, and Dongdong is arrested, giving the military chief the opportunity to launch a coup. Chen San (played by Michelle Yeoh) saves the president, while Chen Qi (played by Maggie Cheung), at Dongdong's request, takes Dongdong's daughter to search for a clean water source.
