To operationalize the 'Uncommitted System,' the Information Section uses data on these dangerous individuals to conduct undercover investigations, aiming to understand when, where, and why they would kill someone, thereby preventing crimes from happening. Thus, the seemingly ordinary Information Section is actually a new criminal investigation system called 'Uncommitted.' Iizawa Banri is also responsible for managing a group of highly individualistic subordinates. This includes Yamauchi Tohru (played by Yu Yokoyama), who is looking for his missing former partner, Sakuragi Izumi (played by Aya Ueto), and opposes Iizawa; the sadistic female police officer Odagiri Yui (played by Tsubasa Honda); the resentful hacker Nan Hikonosuke (played by Shigeaki Kato); and the seemingly unremarkable but all-capable Tamura Kaoru (played by Mitsuhiro Oikawa). Their immediate superior, Tohdo Sadaharu (played by Junichi Okada), is an elite officer who aims to introduce a crime prediction system to the Tokyo Metropolitan Police Headquarters, having single-handedly created the 'Uncommitted' system. As for the original series protagonist, Sakuragi Izumi, after being a rookie police officer in the previous two installments, she has now become an active investigator on the front line after seven years. However, during a special assignment, she disappears, and to avoid public panic, the Tokyo Metropolitan Police has concealed the 'inappropriate truths' surrounding her disappearance.
