In August 1985, human remains were discovered at Hecai Beach in Coloane, Macau. Initially, the Macau police suspected that the remains belonged to a mainland smuggler who had fallen victim to a shark attack, but tests confirmed that the limbs had been severed with a sharp knife. Consequently, Inspector Li (played by Eric Tsang) from the Macau judiciary began to investigate the case and discovered that the Zheng family, who ran the Baxian Hotel, had disappeared overnight. When police inquired, the hotel manager, Huang Zhiheng, claimed that the Zheng family had immigrated abroad and had transferred the hotel to him. However, further investigation revealed that there were no records of the Zheng family leaving the country. Li then seized the opportunity to arrest Huang to assist in the investigation just as he was attempting to sneak back into mainland China. During his detention, Huang not only refused to cooperate but also concealed the facts. The judiciary had to exhaust all means to trace the events of the murder. Anthony Wong won the Best Actor award at the 13th Hong Kong Film Awards for this film.
