In a parking lot, a beggar witnessed a self-immolation incident where a drug dealer was turned to ashes by the raging flames inside a car. The police quickly sealed off the scene, and the frustrated middle-aged officer Sang-ki (played by Song Kang-ho), newly transferred to the detective unit, teamed up with Eun-young (played by Lee Na-young) to take on the case. After an autopsy, Sang-ki discovered that the victim's belt buckle hid a secret, and that prior to the incident, the victim had been bitten by a vicious dog. Sang-ki and Eun-young followed the clues, uncovering a criminal organization that forced underage girls into prostitution and drug trafficking. However, during the investigation, the ambitious Sang-ki failed to report to his superiors or share details with his colleagues. Meanwhile, his partner Eun-young had to endure humiliation from other senior officers. After the incident, the aggressive dog continued to attack with deadly accuracy, leading to media sensationalism that caught the attention of higher authorities. Ignoring Sang-ki's objections, Eun-young decided to take a gamble by tracing the dog trainer's leads to get closer to the truth, but threats of death soon followed... This film is adapted from the novel 'Frozen Canines' by the Japanese female novelist Naoki Prize winner Kaoru Nakamura.
