In the northeastern part of Japan, in the city of Yahiro, Fukushima Prefecture, a series of levee reconstruction projects is underway, while bizarre death cases are occurring one after another. Among them, a journalist from the Yahiro Daily, Tachikawa, and the mistress of a gangster, Kawasaki Akio (played by Tatsuya Nakadai), is believed to have died in a mountain road accident. Her colleague, Ochi Tomoko (played by Ryoko Nakano), finds this highly suspicious and secretly starts an independent investigation. On the other hand, the insurance company suspects that Kawasaki may have committed insurance fraud and sends a retired employee from the Self-Defense Forces Special Forces, Mizawa Yoshifumi (played by Ken Takakura), to investigate this matter. Mizawa collaborates with Tomoko, but they face joint obstruction from Kawasaki's Nakato Group and its backer, Oba Kazunari (played by Rentaro Mikuni). Meanwhile, detective Kitano (played by Isamu Nagasaku) discovers during his surveillance that the seemingly unconnected Mizawa and Tomoko have intricate links to each other, with their origins tracing back to a bloody tragedy that occurred in a certain mountain village a year ago...
