This film depicts Norway during the Nazi occupation in World War II, where a German army was stationed in the small fishing town of Trelle, which had only 800 residents. The locals immediately divided into three factions: the fish canned food factory Kaspar clearly expressed support for the Germans; the skilled Doctor Martin remained neutral; and worker Gunnar and Doctor Martin's daughter Karen joined the local resistance organization, where they obtained weapons with the help of British agents.
