Wu Yaqiu (played by Wu Yaohan) and Beethoven (played by Cen Jianxun) are a pair of bumbling police officers in the anti-vice unit of a Hong Kong police station. These brothers in arms are carefree and lackadaisical, still just junior officers after more than ten years in the force. Fortunately, their optimistic nature and the care that Chen Sir (played by Chen Xinjian) shows them allow them to thoroughly enjoy this leisurely life. As the saying goes, fools have their blessings, as Yaqiu inadvertently catches the attention of Chen Sir's secretary, Anna (played by Ye Dexian). They are assigned to investigate businessman Xia Zhengyi (played by Chen Long), who has become rich through illegal activities, but he is clever and leaves no evidence. Xia's mistress holds the accounts of his various criminal undertakings and uses this to blackmail him. Xia orders his men to kill the mistress, and Yaqiu and Beethoven become the first to discover the body. In a bid to obtain the accounts, Xia then sets his sights on his mistress's cousin. Can Yaqiu and Beethoven bring the criminals to justice?
