Despite his efforts in solving cases, he faces obstructions from Luo Sir. Meanwhile, the gangster known as 'The Judge' (played by Cheng Kui'an) is planning a major operation to purchase guns. A car thief named Wei Zai (played by Stephen Chow) is taken in by The Judge as an auxiliary helper, providing vehicles for their crimes. The Judge, alongside his followers Crazy Bull (played by Huang Guangliang) and Chicken Wing (played by He Jiajia), robs gambling dens. On the same day, Wei Zai is arrested by Zhang Tiezhu on suspicion of theft. Although Zhang Tiezhu testifies on his behalf, Luo Sir still names Wei Zai as a suspect, leading to dissatisfaction from both men. Zhang Tiezhu releases Wei Zai and requests his cooperation to capture The Judge's group.
